Senior Knowledge Management Analyst

ICF is looking for a Senior Knowledge Management Analyst contingent
upon award to establish and develop a trusted relationship with a
Federal Client. The Senior Knowledge Management (KM) Analyst will
provide our client with support to form, organize and sustain
acquisitions documents. The Senior KM Analyst will ensure
information is readily available, enabling timely decisions and
better support for customers. The Analyst will use existing KM
guidance, KM standards and available acquisition systems documents
and assets (e.g., SharePoint). This position will work in a hybrid
capacity for a Federal client in Washington, DC.
What you'll be doing:
- Facilitate meetings with stakeholders to determine the best
taxonomy to use to redesign the current folder-based structure of
the federal Section 508 Library into the "To Be" state that can
effectively leverage the use of searching, sorting, filtering,
grouping, views.
- Recommend best practices for information organizational
structure.
- Recommend protocols for maintaining information organizational
structures.
- Translate end user or project team requests into implementable
taxonomy updates.
- Document the requirements to facilitate the "To Be" state for
agency SharePoint developers, Site Administrators, and content
contributors with Records Management Processes in mind.
- Apply metadata standards and classification systems to enhance
the discoverability and retrieval of assets.
- Define a new metadata schema, specific to the organization, in
accordance to known metadata standards for organizing content in
SharePoint; Optimize the value of metadata for knowledge
discovery.
- Develop metadata standards and protocols for tagging and
cataloging digital assets, enabling efficient search and retrieval
of relevant content; Develop and implement the structure and
organization of content and data within the organization to enable
knowledge and data management architectures where information is
intuitively discoverable, reusable, and maintainable.
- Review the current content, e.g., Word files, PDFs. Excel,
PowerPoint, VTT files, and determine the requirements necessary for
them to comply with and include the appropriate attributes to match
the "To Be" state.
- Organize content in a systematic and accessible manner to
support the "To Be" state.
- Update the document properties and attributes of the files
necessary to demonstrate the "To Be" capabilities available within
SharePoint.
- Ensure the library content is aligned in a manner to support
linking to the Section 508 Intranet Home page categorized and
curated content, e.g., all training materials, all monthly tips,
all Q&A take-a-ways).
- Ensure library content is grouped to appropriately associate
supporting files, e.g., Exercise Guides may include associated
PowerPoints, Starter and End Files for users' context and to
support success of learning concepts.
- Coordinate with the SharePoint Development Team, Site
Administrators, and Section 508 Team members to address any issues
with implementing requirements provided.
- Facilitate metadata adoption to stakeholders, e.g., Section 508
Team members and end users.
What you'll need:
- Bachelor's Degree from an accredited college/university with
two (2) years of documented experience OR four (4) years'
documented experience in place of the degree.
- Possess librarian skills, such as information organization,
cataloging, and classification, and a meticulous attention to
detail.
- Have a minimum of four years in library/information science,
knowledge management, content management or other related field,
and familiarity with common frameworks pertaining to metadata
management and proficiency in metadata tagging and content
categorization practices as well as an understanding of how
metadata benefits various business needs, including knowledge
management and data analytics.
- Have sufficient prior experience with data/metadata management
to design, create, and maintain metadata schema for content/data
management.
- Familiarity with Records Management and principles in
compliance with National Archives and Records Administration (NARA)
and understand the principles, concepts, and techniques in the
field of managing information through all phases of the information
lifecycle, including creation, collection, maintenance, use, and
disposition.
- A minimum of two years of experience with SharePoint and to
obtain an intermediate level knowledge of the concepts and skills
in order to effectively relay the changes necessary.
- US Citizenship (required by federal government) and the ability
to gain a Public Trust.
Preferred Skills/Experience:
- Demonstrated ability to work with senior leadership to set and
manage realistic program goals and metrics.
- Exceptional verbal and writing communication skills, including
editing and proofreading.
- Demonstrated customer service orientation and outstanding level
of professionalism in providing client support.
- Solid knowledge and experience with applying KM Methodologies
concepts and practices.

Pay Range - There are multiple factors that are considered in
determining final pay for a position, including, but not limited
to, relevant work experience, skills, certifications and
competencies that align to the specified role, geographic location,
education and certifications as well as contract provisions
regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$106,004.00 - $180,207.00 DC Remote Office (DC99).
